In speaking at a news conference Monday, Biden said "Russia and China are both seeking to drive a wedge in our transatlantic solidarity," but added the NATO Treaty is "rock solid and unshakeable." Biden said he spoke with his foreign counterparts about Russia's aggressive acts that posed a threat to security, particularly on recent malicious cyberattacks, and said he would make clear where "the red lines are" in his upcoming meeting with Russian President Vladimir Putin in Geneva on Wednesday."I'm not looking for conflict with Russia, but we will respond if Russia continues its harmful activities," he said. And Biden told the bloc's leaders as he arrived for the one-day meeting in Brussels, that he wanted to "make it clear" that "NATO is critically important for U.S. interests." Former President Donald Trump left many U.S. allies confused on that point as he disparaged the alliance's utility and effectiveness, publicly accused members of shirking funding commitments, and appeared at pains at times to appease NATO's longtime chief adversary – Russian President Vladimir Putin.
