Senate Majority Leader Chuck Schumer (D-N.Y.) said last month he still intended to put the legislation up for a vote, but without a breakthrough in negotiations, Republicans and Manchin would simply vote it down.Jeffries said the House Appropriations Committee is looking at ways of reviving the payments, but the committee chair, Rep. Rosa DeLauro (D-Conn.), separately told reporters Tuesday that she wanted to extend the child tax credit as part of Build Back Better. The big problem is that Manchin is not just opposed to Build Back Better — he also specifically dislikes the child tax credit, telling his colleagues that parents waste the monthly cash payments on drugs.
