Phil Murphy announced on Twitter on Thursday that the Jersey Shore will reopen with social distancing guidelines in place in time for Memorial Day. Five of 10 regions in New York have met Cuomo's seven metrics to move into phase one of the state's reopening plan, Cuomo said.
